The statement follows US strikes on Qeshm Island and comes as talks through Qatar continue.
TEHRAN – Iran’s security chief said Tuesday that the US response to Iran’s demands to end the war was “not convincing,” and that Washington must “fully and explicitly” address Iran’s seven conditions before the Strait of Hormuz can reopen.
Mohsen Rezaei, secretary of the Supreme National Security Council, wrote on X that Iran will reopen the strait only if the US responds to and acts on the conditions, without saying which US response he meant. Reported conditions include a ceasefire across the Middle East, release of frozen Iranian assets, lifting sanctions on Iran’s oil sector, an end to the US naval blockade, war reparations and the withdrawal of US forces, Anadolu reported. Parliament Speaker Mohammad Bagher Qalibaf said Iran “will not submit” to threats and military action.

On Monday, Foreign Ministry spokesman Esmaeil Baghaei said talks via mediators still rest on Iran’s seven-step plan from September, now condensed so it can be implemented within two days. Iranian negotiators left Doha on Sunday, but not because of difficulties, an official told Reuters, and a draft proposal is circulating with a follow-up meeting possible. Trump rejected the plan in September. Baghaei said Iran does not expect the midterm elections to produce “a new US.”
The comments came a day after the US carried out limited “defensive” strikes on Iran’s Qeshm Island, which US officials said were not a resumption of major combat. China and Russia have spoken out against renewed military action, and Iranian sources said they see a US attack as more likely than a deal.
